I wanted to make my own wallpaper and got bored second guessing what it would look like on my tablet, so I made this template for GIMP.
It has masks and guides for both horizontal and vertical aspects. There is also a scrim to overlay "busy" photos to help your apps and widgets stand out.

To use:
This template is set at 1280X850 px. If you want a smaller wallpaper, you could either scale the template (the guides do stay in place) or scale your exported png file after.

To use:
- Import your image as a layer.
- Make sure your image layer is below the masks, and below the scrim if you intend to use it.
- Scale your image. As you adjust the scale, use the guides (dashed lines) to show which parts of the image will appear in horizontal and vertical aspect. If you click and drag in the small circle in the centre of the layer, your can also position it during the scaling operation.
- Make the scrim layer invisible.
- Make either the vertical or horizontal mask visible and do fine positioning.
- Switch to the other mask and do the same.
- Turn off the masks.
- If you want to use the scrim, make it visible and adjust the transparency.
- Export as png.
