[Q] Is it possible to set your homescreen up like this?

I found this picture on stuff.tv and after digging through everything I can possibly find to use to customize my homescreen on Android Lollipop, I'm honestly not sure if there's anything that lets you change the status bar and soft keys in this particular way.

So is it a mock-up? Or is there actually something like this out there? Anyone have a clue?
